One is slated to be a senior officer of a new vessel and is to participate in the 'Builder's Sea Trials'. What would you consider your responsibilities when asked to witness scheduled tests?
• Role of a senior officer during builder’s sea trials • Who has primary responsibility to receive and act on deficiency reports: shipyard, regulatory bodies, or owner • The purpose of witnessing scheduled tests during trials
• During builder’s sea trials, who is actually in charge of conducting and correcting tests: the owner, the yard, or the regulators? • If you see a possible deficiency, who most needs that information immediately so it can be evaluated and fixed during trials? • Are you expected to bypass any party, or to work through the person or group officially conducting each test?
• Clarify who is running and documenting the tests during builder’s trials • Consider who has direct authority to correct technical deficiencies on the spot • Distinguish between your duty to observe/report and the formal communication channel you should use
