INTERNATIONAL ONLY You are on a power-driven vessel "I" as shown in illustration D036RR below. Vessel "II" is a vessel engaged in fishing. The vessels will pass within 1/2 mile of each other. Which action should you take?

• From the relative tracks in the diagram, which vessel is required to keep out of the way under Rule 18, and therefore must NOT simply maintain course and speed? • If you are the give-way vessel in open water internationally, do you normally use a passing signal only when you actually alter course, or can you sound it while holding course? • At about 1/2 mile, what is the most effective and seamanlike way to show you are taking early and substantial action to keep clear of a vessel engaged in fishing?
• Identify clearly which vessel is restricted in her ability to maneuver because of her fishing gear and which is the ordinary power-driven vessel. • Match each sound signal in the choices with its correct meaning under International Rule 34 (especially what one short blast and the danger signal mean). • Eliminate any options where your actions would contradict the meaning of the sound signal being used or fail to show proper give-way behavior.
