• First decide: are you overtaking the sailing vessel, or is the sailing vessel overtaking you? How do you know from the question wording? • Once you know who is overtaking, recall which vessel must keep out of the way in Rule 13 and what the other vessel must do with her course and speed. • Ask yourself: in normal conditions, when should you use whistle signals like one or two short blasts, and what do those signals indicate about your maneuver?
• Verify from Rule 13 (Overtaking) that the vessel coming from more than 22.5° abaft your beam is the overtaking vessel and has the give-way responsibility. • Confirm from the Navigation Rules what the stand-on vessel is required to do with her course and speed in both crossing and overtaking situations, unless a collision cannot be avoided. • Check that sound signals of one or two short blasts are maneuvering signals, used when you are actually altering course in sight of another vessel, not just because you are being overtaken.
