Which three situations are specifically excluded? β’ Look at each choice and ask: Is this vessel attached to the bottom or shore in any way, or unable to move because it is stuck? β’ For the towing vessel that is "not making way," think carefully: Does a vessel need to be moving through the water to meet the definition of "underway," or just free to move and not anchored/grounded/moored?
β’ Verify from Rule 3 that a vessel is not underway if she is anchored, aground, or made fast to the shore/bottom. β’ Check whether a single point mooring buoy counts as being made fast to something attached to the bottom. β’ For each option, confirm: Is the vessel (1) at anchor?
