BOTH INTERNATIONAL & INLAND When is your vessel traveling at a "safe speed" as defined in the COLREGS?
• Rule 6 – Safe Speed in the Navigation Rules (COLREGS) • The idea that safe speed depends on prevailing circumstances and conditions (visibility, traffic, maneuverability, etc.) • The difference between the formal definition of safe speed and examples or consequences of safe speed
• Which choice sounds like it is quoting or closely tracking the rule’s definition, and which ones sound more like common-sense statements that are not in the rule? • Does Rule 6 say anything about being slower than other vessels or having no wake, or does it focus on your ability to avoid collision and control your vessel? • Is "stopping within your visibility range" exactly what the rule says, or only one possible result under certain conditions?
• Read Rule 6 – Safe Speed and note the exact wording about what you must be able to do at a safe speed. • Check which option ties speed directly to your ability to maneuver and avoid collision, rather than to what other vessels are doing or how your wake looks. • Make sure the option you choose is broad enough to apply in clear weather, fog, light traffic, and heavy traffic – not only in one special situation like low visibility.
