BOTH INTERNATIONAL & INLAND Vessel "A" is overtaking vessel "B" as shown in illustration D009RR below. Which vessel is the stand-on vessel?
• Rule 13 – Overtaking (International & Inland): which vessel must keep out of the way in any overtaking situation • Definition of stand-on vessel vs give-way vessel • How the relative position (coming from more than 22.5° abaft the beam) defines an overtaking situation
• Look at the illustration: which vessel is coming up from behind and will be passing the other vessel? • In an overtaking situation under Rule 13, does the stand-on vessel normally change course, or does it maintain course and speed? • Ask yourself: which vessel’s main responsibility is to keep out of the way and which vessel’s job is to maintain course and speed so the maneuver can be made safely?
• Confirm from Rule 13 that the overtaking vessel is always the give-way vessel, regardless of which side it passes on • Verify which vessel, A or B, is physically ahead in the diagram and being approached from behind • Make sure you are not confusing this with a crossing or head-on situation — check that both vessels are clearly on nearly the same course, one astern of the other
