• Look at each option and ask: does this activity normally require the vessel to be restricted in her ability to maneuver, so she cannot safely follow the lane structure? • Which of these activities is specifically mentioned in Rule 10 as an exception to complying with traffic separation schemes? • Consider whether the vessel’s task is temporary and specialized work on the sea itself, versus simply transiting or using the lane like other traffic.
• Verify in Rule 3 (definitions) which of the listed activities can qualify as a vessel restricted in her ability to maneuver • Check Rule 10 to see which types of vessels are explicitly allowed to depart from traffic separation scheme requirements when necessary • Be sure the activity is about carrying out special operations that might obstruct or cross lanes, not just ordinary navigation or normal commercial work.
