• For a head-on situation between two power-driven vessels, what does Rule 14 specifically say EACH vessel must do? • In a crossing situation, under Rule 17, does the stand-on vessel ALWAYS keep her course and speed, or are there conditions where she is required to maneuver as well? • Compare the three described situations and ask: in which ones do the Rules clearly place a maneuvering obligation on BOTH vessels, not just one?
• Carefully read the wording of Rule 14 and note which side each vessel must alter toward. • For crossing situations, confirm exactly when the stand-on vessel’s duty changes from “may take action” to “shall not” or “shall take action” under Rule 17. • Check whether there is any Rule that says two sailing vessels with wind on the same side must BOTH alter course, or if only one has the obligation.
