• Hierarchy of vessels in the Navigation Rules (who keeps clear of whom) • Definitions of vessel not under command, restricted in ability to maneuver, engaged in fishing, and sailing vessel in Rule 3 • Special status (if any) of vessels engaged on pilotage duty
• Think about where a sailing vessel fits in the pecking order compared to vessels that are not under command, restricted in ability to maneuver, and engaged in fishing • Ask yourself: which of these vessel types has only a limited ability to maneuver, and which one is actually maneuvering normally under power? • Consider: does being on pilotage duty by itself change a power‑driven vessel’s responsibilities in the same way as being not under command or restricted in ability to maneuver?
• Verify in the Navigation Rules the priority list: who must keep out of the way of whom (N.U.C., RAM, constrained by draft, fishing, sailing, power‑driven, seaplane, WIG) • Check whether "engaged in fishing" means nets/lines/trawls restricting maneuverability, not just any boat catching fish • Confirm whether a vessel engaged on pilotage duty is given any special right‑of‑way status in the Rules, beyond normal sound and light signals
