When reporting wind direction, how should you give the direction?

• When you hear or read a marine weather forecast, from what reference is the wind direction normally given? • If you’re reporting wind direction to another vessel or a Coast Guard station, do they need a ship-specific reference or a universal reference? Why? • Which of these options is NOT a standard way to express direction at all, and which is used mainly for your maneuvering and collision-avoidance on that specific vessel?
