Q

Matches and lighters are prohibited on vessels handling Class 1 explosive materials except in a designated area. In accordance with U.S. regulations who may designate this area on the vessel?

🔍 Key Concepts

• 46 CFR regulations on the handling and stowage of Class 1 explosives • Who has authority on board versus who has regulatory authority ashore (e.g., Captain of the Port) • Difference between a company role and a role defined in federal regulations

💭 Think About

• Which of these people or sources is specifically mentioned in federal regulations as having the power to make safety-related designations on a particular vessel? • Does the Coast Guard usually list every specific designated area in the CFR, or does it usually empower a certain person/office to make that designation? • On board a vessel, who ultimately has responsibility for safety and compliance, and how might that interact with Coast Guard authority in port?.

✅ Before You Answer

• Check 46 CFR Subchapter N (dangerous cargo) or related parts for the exact wording about matches/lighters and designated areas • Verify whether designated areas for smoking/matches are set by regulation text or by a responsible person/authority named in the regulation • Confirm which of the listed roles (Master, COTP, company official, watch officer) is formally recognized in the CFR for making such designations
