Q

Your vessel is taking on cargo oil when a small leak develops in the hose. You order the pumping stopped. What action should you take before you resume pumping?

🔍 Key Concepts

• Pollution prevention during oil transfer – what is the primary goal when a leak is found? • Suitability and integrity of transfer equipment (hoses, gaskets, connections) under Coast Guard and terminal regulations • Difference between a temporary workaround vs. a permanent correction before resuming operations

💭 Think About

• If you resume pumping, what must be true about the hose’s condition to comply with oil transfer safety and pollution rules? • Which option actually removes the source of the leak, instead of just catching or managing what leaks out? • On a Coast Guard exam, do they prefer a quick operational workaround, or the action that fully restores safe, compliant equipment before continuing cargo transfer?

✅ Before You Answer

• Does the option eliminate the leak source, or only control its effects? • Would this action likely meet USCG and terminal safety/pollution regulations for cargo oil transfer equipment? • Is the solution reliable for the duration of the transfer, not just for a short time?
