• Think about when a fishing vessel must ALSO show the normal sidelights and stern light in addition to the special fishing lights (red over white, gear out, etc.). At what moment does that happen? • Ask yourself: can a vessel be "underway" even if it is not moving through the water? Which of the answer choices reflects the legal definition of "underway"? • Consider whether a fishing vessel at anchor keeps its sidelights and stern light on, or only its special fishing lights and (if required) anchor lights.
• Look up the exact wording of Rule 3 – General Definitions for the term “underway”. • Check Rule 26(c) – Fishing Vessels to see what it says about showing sidelights and a stern light. • Make sure you are not mixing up anchor lights (Rule 30) with the normal running lights (sidelights and stern light).
