BOTH INTERNATIONAL & INLAND An anchored vessel is servicing an aid to navigation and is restricted in her ability to maneuver. Which lights will she show?
• Rule 27 – Vessels Restricted in Their Ability to Maneuver (what lights are required) • Rule 30 – Vessels at Anchor (what additional lights are required when not making way but at anchor) • Difference between a vessel that is making way and one that is at anchor
• First decide: is this vessel underway or at anchor? How does that change which rules apply? • Once you know she is at anchor AND restricted in her ability to maneuver, ask: do both sets of requirements apply together, or does one rule replace the other? • Compare what lights are required for a RAM vessel in Rule 27 with what lights are required for an anchored vessel in Rule 30 and see if they must be combined.
• Verify in Rule 27(d) what a restricted in ability to maneuver vessel must show when at anchor. • Verify in Rule 30(a) what lights an anchored vessel must display, regardless of type of work being done. • Check carefully whether sidelights are required when the vessel is not making way but is at anchor.
