Question 1 of 31048

Q

A MODU must have on board a first-aid kit that is approved by the __________.

🔍 Key Concepts

• Mobile Offshore Drilling Units (MODUs) are regulated primarily under 46 CFR for marine safety and certain offshore safety agencies for workplace/industrial hazards • Different agencies have different areas of authority: OSHA (workplace safety), ABS (classification society, not a regulator), MSHA (mines), and Minerals Management Service (offshore resources and safety at the time these questions were written) • Think about which organization would have jurisdiction over offshore drilling operations and associated safety equipment on the U.S. Outer Continental Shelf

💭 Think About

• Which of these organizations is (or was) directly responsible for regulating offshore oil and gas operations on the U.S. Outer Continental Shelf, including safety requirements on MODUs? • Which of the listed organizations is not a federal regulatory agency but rather a classification society that sets construction and class standards for vessels and rigs? • For first-aid kits on a MODU engaged in offshore oil and gas activity, would the approval more likely come from a workplace-safety regulator, a mining regulator, a classification society, or the offshore resources/safety regulator?

✅ Before You Answer

• Eliminate the option that is a classification society rather than a government regulator • Eliminate the option that regulates land-based mines rather than offshore oil and gas facilities • Focus on which federal body had primary responsibility (at the time of many legacy exam questions) for offshore oil and gas safety and equipment standards on the Outer Continental Shelf
